League Rules
HOOSIER HIGH SCHOOL HOCKEY ASSOCIATION

SECTION II: TEAM and PLAYER REGULATIONS and TEAM ASSIGNMENT RULES
SECTION III: PLAYING RULES
ADOPTED, as amended, September 26, 2001

The following rules and regulations shall apply to all recognized HHSHA member teams, both varsity and junior varsity, for all games during the season.
  • 2.1 Player eligibility requirements to participate in the HHSHA are as follows:
    • A. Must be a regular, bona fide student in good standing attending a fully accredited school in grades 9 through 12 or be home-schooled, as approved by the Indiana State Department of Education, in grades 9 through 12.
      JV Only: Second year Bantam aged players who are not yet in the 9th grade, are eligible for JV play (only). First year Bantam aged players who are goalies are also eligible for JV play (only). All other first year Bantam aged players must receive approval from the JV Commissioner, who will review each request on a case by case basis based upon the player=s safety (skills and size), to be eligible for JV play (only)
    • B. Must not have reached his/her 20th birthday prior to or on the scheduled date of the HHSHA League Tournament.
    • C. Must have received passing grades in at least five (5) full credit subjects or the equivalent during his/her last grading period, except that the semester grades take precedence at the end of a semester; and, must be currently enrolled in at least five full credit subjects or the equivalent.
      • 1. If it is determined that a player is a learning disabled student, the Board may place that player on academic probation. This learning disability must not have been detected prior to the grading period. If after documentation by the player's school, the Board may allow the player to continue playing until the next grading period. At that time, the player must be passing at least five full credit subjects or the equivalent.
      • 2. When eligibility is in question by the player's Team Manager or the Commissioner, the player must show evidence from the principal or athletic director of the player=s school that the player is eligible to participate in interschool contests for the player=s school in accordance with the rules adopted by the Indiana High School Athletic Association.
    • D. Must not have been enrolled in more than eight (8) consecutive semesters beginning with Grade 9, nor have participated at the High School varsity level in the sport of ice hockey for more than four (4) years. Any player must provide to the Commissioner proper documents pertaining to scholastic and other information requested for ruling on eligibility status.
    • E. Must be an amateur.
    • F. Must comply with HHSHA 'Rule 19' rules and regulations for determining player eligibility, a copy of which is attached, which is incorporated herein by reference and for all purposes made a part of these regulations.
  • 2.2 A player attending an Affiliated High School of a Recognized League Team is the property of that Team until he/she is released or cut from the Team. A player not attending an Affiliated High School, but living within the territory of a Recognized League team, is the property of that Team until he/she is released or cut from the Team.
  • 2.3 Players assigned to a team by the Varsity Commissioner, who do not attend an Affiliated High School or reside in a township or area covered by territorial rights, become the property of the assigned team for his/her HHSHA hockey career.
  • 2.4 A player requesting assignment who has been released by a member team which has his/her territorial rights and who is assigned to a team shall be the property of the assigned team for one season. Prior to the next season, the assigned player must tryout for the team having his/her territorial rights. If released after team tryouts, the rights to the player shall revert back to the team for which he/she was rostered in the preceding season. Players that are released from their varsity team may elect to play for another varsity team (by Commissioner assignment) rather than play for the JV team. This is a one year decision and, prior to the next season, the player must tryout for the team having his/her territorial rights.
    JV Only: Players who play for a JV team that feeds a Varsity team other than the one the player belongs to are not eligible to play for the Varsity team that is fed by that JV team.
  • 2.5 If a varsity player is an active participant during the season (October 1st until the end of the State Tournament) in any hockey program other than a HHSHA member program or the HHSHA midget team, he/she is ineligible for HHSHA varsity hockey for the balance of the season. A player may be rostered in only one HHSHA member team program (varsity and JV is acceptable) and may only participate in the games and practices of that program. [Varsity players for HHSHA member teams will only play for their respective HHSHA member team program and the HHSHA midget team for the period October 1 until the end of the State Tournament. Players can be double rostered in a non-HHSHA member team program during this period, but cannot participate in games or practices with the non-HHSHA member team program.]
  • 2.6 If a player quits a HHSHA varsity team or refuses a team assignment, that player is ineligible for HHSHA varsity hockey during the remainder of the season. If a player changes residences or schools during the school year, the Board will determine his/her eligibility. (A Junior Varsity player may present themselves to the HHSHA Varsity Commissioner for assignment without first quitting his/her JV team.)
  • 2.7 No monetary refund will be made if a player or team is suspended or quits League play.
  • 2.8 Any player that feels he/she has a special hardship may petition the League Board to be assigned to a specific team. (This permission will not be given without strong reason, hardship, etc.).
  • 2.9 All players shall be subject to the following procedure:
    • A. If released or cut by a Recognized League Team, he/she reverts to the Team having his/her territorial rights, if applicable, as follows:

    • B. If a Team does not have his/her territorial rights, or, if a Team with his/her territorial rights releases or cuts him/her, the appropriate Commissioner may, at the Commissioner=s discretion, assign the player to a specific Team. Any player or Team may appeal the Commissioner=s decision to the League Board.
      [Team territories will be reevaluated each year in order to 1) attempt to maintain equity and 2) attempt to determine if another team should be formed.]
  • 2.10 A qualified player for varsity team assignment eligibility will be one that has three years of organized ice hockey experience. (If the Coach feels a player with three years experience is not qualified and cannot develop for varsity play that season, the Coach should inform the varsity Commissioner for a ruling that the player is determined as not qualified for varsity play).
    • A. Junior Varsity teams may be comprised of players that are the property of that varsity team and players who are not the property of that team. Only those JV players who are the property of the varsity team can be rostered on the varsity team and therefore play for that varsity team.
    • B. A program may roster players between their varsity and JV teams. A varsity team roster may have a maximum of 25 players. A JV team roster may have a maximum of 30 players. Utilization of double rostered players should be for developmental reasons. (Stronger JV players should be used to fill in spaces on varsity and 3rd/4th line varsity players should be allowed to get more ice time in JV games.) Each JV team may determine their own policy in regards to double rostering between their own team and a youth hockey team. (Dual rostering is strongly discouraged! Pre- and Post-season select/travel teams are not considered dual rostering since the play is not concurrent.)
    • C. Double rostering within a program is allowed under the following restrictions. A program with two teams, whether they are all varsity or a varsity/JV combination, may double roster their top 4 B team players up to their A team and their bottom 4 A team players down to their B team. A program with three teams may double roster their top 4 C team players up to their B team, their bottom 4 B team players to their C team, their top 4 B team players to their A team, and their bottom 4 A players to their B team. All players must be signed on both teams= roster forms. They must also be identified to the commissioner(s) of the HHSHA leagues involved (JV and/or Varsity) by the coach of their primary team one week before the first league game. Each player must be identified by Name, Primary Team, Jersey Number and USA Hockey ID number. This information will be made available to each team within the league. A double rostered player must be able to produce a picture ID or a USA Hockey ID card if requested to do so by an opposing team or he will be ineligible for that game. Any player caught playing illegally as a double rostered player when he is not legally rostered as one, will serve a 2 game suspension for both teams involved.
  • 2.11 All teams are required to have team tryouts completed prior to September 1st. The Commissioner is to be notified in writing by the Team Representative of players released from the Varsity. The notification shall include player's name, address, township in which he/she resides and telephone number. The Commissioner shall contact all released/cut players to notify them of team assignment possibilities.
  • 2.12 For League sponsored events, programs with more than one varsity team must finalize the roster for each team by October 31st of each year and submit a copy of each roster to the Varsity Commissioner and League Statistician by this date. Between October 31st and December 31st, players may be moved up from the AB@ team to the AA@ team with the approval of the Varsity Commissioner.
  • 2.13 All teams shall play all assigned league games in order to be eligible for post season play in the League tournament. The format of the League tournament each year shall be determined by the HHSHA Board.
  • 2.14 The Home Team has the responsibility for scheduling ice time and the Referees. Any change to the published final League schedule must be approved by both teams, with notification to the League Scheduler and Statistician. The format of the League schedule each year shall be determined by the HHSHA Board.
  • 2.15 Prior to a team member player's first practice, a health and medical form, as prescribed by the Board, must be completed and signed by the parents or guardian of the player. The health and medical form must be on file with the member's team representative or Coach and available at team practices and games.
  • 2.16 Team jerseys and socks: Each team player will have two sets of jerseys and socks. The light jersey will be their home jersey and the dark color is for away games. Goaltenders must wear the same color jersey as their team.
  • 2.17 The Home Team is responsible for collecting any gate donations for each home game. These gate donations shall not exceed:
    Children under 10 years: free
    Students 10 years and older: $1.00
    Adults: $2.00
  • 2.18 Players who are the son/daughter of the Head Coach may play for the team which the parent coaches, subject to approval of the HHSHA Board. If approved, Team Assignment Procedures and Territorial Rights will be waived; all other Player Eligibility Regulations and League Rules will apply. For players who are the son/daughter of the Assistant Coach, all Team Assignment Procedures and Territorial Rights will apply.
  • 2.19 In the event that a player is assigned to a team by the Commissioner and he/she has a younger brother/sister, the younger brother/sister also has the option to become the property of that team, so as not to cause hardship on the parents. This regulation does not apply in the case of legal guardianship of another student living in the same household as a Hoosier High School Hockey Association team player.
  • 2.20 Players in a program with two varsity teams in the league have the option to go to the Commissioner for assignment after being cut from the 'A' team. If this option is exercised, the 'A' team shall lose the rights to that player for that year only.
  • 2.21 If a player desires to play for a different member team, he/she must first obtain a release from the member team which holds the rights to that player and then must receive Board (Commissioner) approval.
  • 2.22 HHSHA Admission Requirements for Varsity Teams:
    • A. Existing Team Playing at the Varsity Level: They need to apply for admission to the HHSHA Varsity League by submitting a letter of application to the HHSHA Board by February 15th. The HHSHA Board will decide upon the request by April 1st (for scheduling purposes for the following year).
    • B. Existing JV Teams: They need to apply to the HHSHA Board to move from JV status to Varsity status, as either a new team or as a AB@ team of an existing varsity member. They must apply by March 1st. The HHSHA Board will decide upon the request by April 1st. (In the year prior to applying, the JV team should play a reasonable number of games against varsity teams so that the competitive level of the team can be adequately judged.)
    • C. New Teams: New teams being formed will not be directly accepted into membership in the HHSHA as a varsity team. New teams must apply to the HHSHA to be assigned a territory and must begin play as a JV team. After playing the first year as a JV team, the team may apply for varsity status (as mentioned above for an existing JV team). To be assigned a territory, the new JV team must provide the Board documentation that the territory assigned will not have a detrimental effect on an existing program (i.e., cause another team to have the potential to fold). The new JV team must provide documentation to the Board on the long-term prospects for the team and its potential to reach varsity status. Preference will be given to a new JV team that has one or two schools as its territory as opposed to a geographic territory. The minimum one year requirement for play as a JV team will be used by the Board to assess the ability level of the team if varsity status is subsequently requested.
  • 2.23 HHSHA Team Code of Conduct: Member teams are responsible for the conduct of its hockey program, including responsibility for the actions of its players, parents and coaches. The team responsibility includes maintaining full and complete team and crowd control measures, assuring that the players, parents, coaches and boosters of the team conduct themselves at all times in a proper and sportsmanlike manner, assuring full compliance by all of all association rules, including those involving eligibility and undue influence. The association rules apply to all hockey teams and all players participating in any hockey game with another member team, or any non-member team. The HHSHA expects its members to observe not only the letter, but the spirit of its rules and regulations.

HOOSIER HIGH SCHOOL HOCKEY ASSOCIATION PLAYING RULES

The following rules shall apply to all recognized HHSHA member teams, both varsity and junior varsity, for all games during the season. The HHSHA League playing rules of hockey shall be in accordance with USA Hockey, Inc. rules with the following exceptions and or additions:
  • 3.1 Games will consist of three (3) fourteen (14) minute stop-time periods with a five (5) minute pre-game warm-up and a two (2) minute intermission between periods. During the regular season, tie games will stand and there will be no overtime periods. [For the playoff games, there will be as many fourteen (14) minute stop-time 'sudden-victory' overtime periods played as needed until the tie is broken. If time or the availability of ice necessitates rescheduling to complete the needed overtime period(s), the overtime period(s) can be rescheduled at the discretion of the Commissioner.] Time is to be allowed for the playing of the National Anthem immediately following the pre-game warm-up at the option of the Home team. Ice resurfacing is at the discretion of the Home team, must be determined before the start of the game and should be done between the second and third period and shall only be allowed if the Home team has scheduled a minimum of one-hundred-five (105) minutes of ice time.
  • 3.2 The Home team is responsible for providing the Minor officials. Minor Officials are individuals actively performing the duties of Timekeeper, Scorekeeper and Penalty Box Attendants.
  • 3.3 The timing/scoring bench area is restricted to the Commissioner or his delegate, ISHSHA Board Members, Game Officials and Minor Officials only, with the exception of accredited media people who must obtain permission from the Home team in advance of the game.
  • 3.4 The penalty box areas are restricted to players and Box Attendants.
  • 3.5 The players' bench is limited to uniformed players and four members of the team staff which can include the Head Coach, the Assistant Coaches and a Student Manager. Any players not in uniform must wear a protective helmet if they are in the bench area. Emergency Medical Technicians (EMT=s), or similar medical trainers, shall not be considered members of the team staff.
  • 3.6 Any team that (knowingly or unknowingly) plays a player suspended because of USA Hockey or HHSHA rules, or otherwise uses the services of a suspended coach or team official during a game, shall forfeit that game. Any suspended player, coach or team official is not allowed on, or in the vicinity of, the player=s bench, the timing/scoring bench or the penalty box during the game.
  • 3.7 A player who is serving a game misconduct (or other suspension) is not permitted to play other games during the suspension with the team on which the suspension occurred. If double rostered on both a varsity and JV team, he/she may play games with the non-offending team.(JV games can be played during a varsity suspension or varsity games can be played during a JV suspension.)
  • 3.8 A goalie may be borrowed from another HHSHA team. In the event a team is without a back-up goalie and should injury occur during the game, a back-up goalie from the opposing team can be used. If for any reason a back-up goalie cannot be used, a skater dressed from the team, whose goalie was injured, will be given reasonable time to don goalie equipment, but with a delay of game penalty being assessed to the team. If the opposing team's back-up goalie is recalled by his team for reason of injury to his team's starting goalie, the team then without a goalie may dress a player in goalie's equipment with a delay of game penalty being assessed to the team. Any team may dress any number of goalies so long as the total number of players in uniform on the bench complies with the USA Hockey rules regarding total number of players.
  • 3.9 For all HHSHA league and tournament games, the Timekeeper shall initiate a running clock anytime a ten goal differential exists and anytime a five goal differential exists during the third period. This running clock is only stopped for the following conditions - injured player, goal, penalty, team time-out, between periods and referee's instruction - with the clock being stopped immediately upon the referee=s whistle signaling said condition and with the clock being restarted at the drop of the puck.
  • 3.10 When required by rink management due to time constraints, the Timekeeper shall initiate a running clock. This running clock is only stopped for the following conditions - injured player, goal, penalty and referee=s instruction - with the clock being stopped immediately upon the referee=s whistle signaling said condition and with the clock being restarted at the drop of the puck.
  • 3.11 All team players and Coaches are to line up at center ice for a post game sportsmanship handshake. Coaches shall assist the referees in making sure that all players show sportsmanship.
  • 3.12 When a game is played at a facility where both teams must use a common exit to their dressing rooms, the team whose bench is located closest to the exit will leave the ice first followed shortly thereafter by the other team.
  • 3.13 Each team is to fax and mail a copy of the game score sheet for all games to the League Statistician within 24 hours following the game. (Monday for all weekend games). Score sheets must be legible, complete, and the information clearly stated, e.g., penalties. Players must be listed in numerical order. The names of varsity players must be listed on the score sheet. Absent players, coaches or team officials names should be crossed through with a single line or listed at the bottom of the sheet and the reason for the absence noted, e.g., suspension, sickness, etc.
  • 3.14 The HHSHA League standings are based on the number of points accumulated: 2 points for a win, 1 point for a tie and 0 points for a loss. In the event multiple teams have the same number of points at the end of the regular league schedule, the following shall be used to break the tie(s):
    • Head-to-head record of teams involved in tie, higher record prevails
    • Number of wins in the league, higher number prevails
    • Goals allowed in all games with teams involved in tie, lower number prevails
    • Goals allowed in all league games, lower number prevails
    • Coin toss in the presence of two HHSHA officers and representatives of teams involved
  • 3.15 The HHSHA shall declare two champions each year, the '(year) HHSHA League Champions' and the '(year) HHSHA Tournament Champions'.
